Verisign Cancelled

I have tried to get help with before to no avail. When I try to go to a site
I have used before I get a "Verisign Cancelled" page and I am told to click
on a yellow bar that isn't there to install ActiveX controls. I am at a lose
as to how to fix this. Can someone help?

Doesn't the yellow bar appear just below the Address Bar?

No, I know it is supposed to, I have seen it on other sites. It is weird.
Any advise? I can send a screenshot

Excuse my ignorance, but what is Verisign and what does it do? And why is
this one site affected?
