Not necessarily. You just need a *video* capture card. A number of
video cards have this feature. I have an Asus (ATI) 9600XT, for
instance. It's an inexpensive card, even with the video in option.

In fact, quite a few tv tuner cards which exist apart from a video card,
do not have a video in option.

I'm happy enough with the aforementioned video capture card, but have
little to compare it to.

As Grinder said ,not necesarily, you just need a card with VIVO.
I'm currently using a great TV PVR card from Leadtek( TV2000XP Expert)
that has outstanding capabilities.

Most consumer VCRs will have RCA output jacks, you would
connect it to any capture card (not necessarily one with a
tuner but IMO, most tuner cards do have capture input jacks
also) via it's S-Video jack with the supplied (with the
card) RCA to S-Video adapter.

"Best suited" is relative. VHS tapes look quite poor
relative to any other source and so you won't get much of a
benefit from a "great" capture card, over any generic $20
card... for this use alone (if you have no other plans for
this card) I'd get the cheapest thing you can find with the
S-Video input and the RCA-to-S-Video adapter included, which
is most cards in retail boxes (OEM packaged cards may or may
not include the adapter and software).

visit some online video editing oriented forums but keep in
mind they will recommend the "good stuff" when all you need
is a very basic, inexpensive card to do this particular job.

Agreed, my $32 mpeg2 card does a fine job when set at best quality. Just
go to newegg.com and look for one with the features you want and with
the best rating.

My ATI Wonder card ($50) works. The ATI software is not the best and if
you try to remove it, it leaves all sorts of tracks in your registry.
The good news is that if you use Nero 6.6, the "capture" function
automatically connects to the ATI board-level functions and uses what
ever channel is selected. That's good, but Nero is a terrible program.
