.vbd (vb userdocument) files won't open in IE

Sorry I had to repost it because in my earlier post the
subject line wasn't specific. Sorry for the inconvenience.

After installing windows xp sp2 I'm unable to run .vbd
(visualbasic userdocument) files. It keeps showing 'open
or save' dialog every time I try to run it. How do I get
rid of this dialog and just run it like it used to be?
