Is it possible to make a COM Addin with VBA?

What is an SDK?

If I don't have VB, or developer edition, how else can I
connect XP Fax tool, and Outlook 2000?

Yes, if you have Office 2000 (or XP) Developer edition. Otherwise, no.

SDK = software development kit, the libraries and other resources necessary
to develop programs for a particular application.

Using VBA and VBScript only.
