VB.NET Standard 2003 installation ruined my XP Home system!

System: T1120, 1.2 GHZ Intel Celeron processor, 256 MB RAM, 40 GB hard drive,
Windows XP Home with Service Pack 2
Issue Description: I have plenty of space on my hard drive. My system is
EXTREMELY slow whether doing local commands
or trying to get on the Internet, and doesn't recognize all mouse-clicks
or keyboard commands -- so it's practically nonfunctional. It started
around the time I installed VB.NET Standard 2003.

I used over a dozen anti-spyware and anti-virus software before I knew
what the problem was and my system is clean. I did sfc /scannow, disk
error-checking, disk cleanup, and defragmenter. I checked to see if I
could find anything using Dr. Watson and Net Diagnostics that come with
XP but didn't see anything. I uninstalled VB.NET but that didn't solve
the problem.

My system sometimes recognizes hardware and sometimes doesn't. For
instance, it doesn't recognize my left mouse button. When I tried a
different mouse, it didn't recognize it, but it recognized a third. I
tried two other keyboards; it recognized one but not the other. I tried
a different monitor and the display was problematic the first bootup but
fine on the second. It didn't recognize floppy disks saying they didn't
have an id so I disconnected the floppy through software (not the device
itself) and booted up and connected it and it recognizes floppies now.

VB.NET added users to my system without me knowing. Is this normal? In
MyComputer, Properties, Advanced, User Profiles, Settings, I saw a
new profile of "Uknown Account." Once I deleted it, my system sped up
considerably but that was temporary. In Control Panel, User Accounts,
there is a new account: "ASP.NET Machine A..." In the Event Viewer
System log, during the time I was installing, I noticed two different
usernames and domains trying to log into my system as "Administrator,
Administrador, Administrateur, and Administrato:r." I'm guessing it was
VB.NET trying to set up the new user account. After uninstalling, the
ASP.NET account is still there and so are Start Menu icons.

The svchost.exe process by user=Network Service runs at 98% CPU usage
with total CPU usage at 100%. I'm not sure what it's trying to do. This
runs even when I'm not connected to the Internet. Ending the processing
doesn't seem to help -- I mean CPU usage usally goes down but my system
is still slow and problematic. Someone suggested VB.NET is looking for a
LAN connection. So I went into the BIOS and disabled any booting from
the network; I'm not attached to a network. This helped a little but not
much.

I don't know if this is related but I used to always see the process
igfxtray.exe in Task Manager's processes, but don't anymore. It is still
in Startup in Msconfig and shows up in Hijack This logs but doesn't show
in Task Manager even if I start it manually. In c:\windows\system32\,
the other igfx... files have a certain icon but igfxtray.exe didn't. It
is an Intel graphics driver. I went to the Intel site and downloaded a
newer driver but that didn't help.

Does you know how to completely uninstall VB.NET? What is going on with
svchost.exe by user=Network Service? Can I safely end the process? How can
I prevent it from running? Does anyone know why igfxtray.exe is not seen in
Task Manager anymore? Since XP Home came pre-installed, how do I get a CD
so I can repair or reinstall it?

Installing VB.NET 2k3 or VS.NET 2k3 will reduce performance to a slight
degree, as development versions of some of the OS files are installed, to
allow debugging to take place. That said, it will not degrade the
performance to the likes of what you describe in your post.

Suggest doing what we used to call a little spring cleaning. Save/backup
your important files, and format/reinstall the OS and applications clean.
