Valid Copy of Win XP Home?

I want to purchase a copy of Win XP from a place like
Ebay. The seller claims it is in shrink wrap pack with a
valid COA and a key code. Is there anyway I can confirm
the Key Code has not been registered to someone else and
then shrink wrapped again?
