Uxtheme.dll

I am running Windows XP with Pentium 2.4 G.When I start
Windows, I get an error message - Uxtheme.dll not found
and then locks. Do I need to reinstall Windows, or is
there an easier way to fix this.
Thanks in advance for your help.
