utility to show what programs or processes are locking a file

Sometimes I need to manage a file in explorer and I can't move or
delete it because some application or process are using it, and I often
I have no idea which process that is. I wonder if there's a utility to
show me that so I can kill the said app or process.

Sysinternals' Process Explorer and/or filemon are probably what you're
looking for:

Remembering, of course, that killing the process might corrupt the file.
There's always a reason a file is locked, so killing the process isn't a
good idea.

The file was already corrupt and I wanted to delete it, given it
inflated itself to 6GB!!! But it wouldn't delete no matter what I did,
including trying to shut down processes, so I got moveonboot and it
deleted it. Highly recommend this utility. Freeware for non-commercial
