using Word2003 is there a label wizard?

I am using an excel file and bring that into word. Should there be a wizard
to walk you through creating just the labels?

Sounds like you're trying to create a labels mail merge? Use Tools | Letters
and Mailings | Mail Merge to get the wizard. If you know what you're doing,
you can use Tools | Letters and Mailings | Envelopes and Labels and set up
the merge manually.
