Using webpage as desktop background and security issues question

You cant do that with HTML because its doing exactly what
it would do on a web page... asking you if you want to
download it. just about the only files you can open
are .txt

--But heck what do I know I'm just 15--

OK, thanks. Thought there might be a security setting or something
somewhere for files on my local drive.
