using webcam on one computer as a device on another

I have a Acer netbook with built in webcam. Is there a way I can use
that webcam as a device on another computer, either directly connected
or via LAN?

I doubt that the software supplied for use with your webcam will enable you
to do what you want, but maybe something like this would work..

You should be able to stream the images from it using VLC Media player, although
you won't be able to control it directly. Have a look at
