Using Vista with Outlook 2002 I can't save my passwords. They have to be
re-entered every time I check my mail.

You've just made a true statement. Outlook 2002 is not compatible with
Vista. Had you checked in this newsgroup, you would have discovered that
that is the most common incompatibility and that there is no fix for it, nor
does Microsoft intend to provide one, as far as we know.
 
Thats a known problem, which wont be fixed by MS as its out of support.
Only OL2003 and 2007 are fully compatible with Vista
