using photos for icons on desk top

I would like to place a picture on a file on my desk top.
It looks like I can only place an icon. Is this correct?
If so is there a way I can make a photo an icon?

Not sure what "picture on a file" means, but to place a picture on your
desktop just right click the desktop and choose properties, then click the
"Desktop" tab. Then browse to the file you want to use as your desktop.
