Can I use Outlook to make a mail merge for form letter, mailing labels, and
envelopes?

Start Outlook, click Help, and search for "mail merge".
 
Yes. Do you have just outlook or the entire office suite?
 
No, he's saying that if you use the Help system in Outlook, you'd already know how to get started with the mail merge feature.
