Using Offline Files while still online over a slow connection?

I have a remote office connected through a broadband VPN,
and its too slow to work live on the server. Its also slow
for the users highlighting and selecting files to copy
over in the morning and then back in the evening to be
backed up.
I want to use offline files and folders however as they
are still connected live with the server their computers
never switch to using the offline files.
I have read up and tried adding a DWORD value of 1000000
in
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersio
n\NetCache\SlowLinkSpeed
But still its not switching to offline files.

Has anyone set this up before, any help would be
appriciated. We have a 2003 Small Business Server in
Belfast, and Windows 2000 Pro workstations in Dublin.
