Using MS DOS and W98 Startup Diskettes

My W98 Startup Disk has decided not to work anymore and none of my friends
or neighbors have one I can make a copy of.

My question then is can I use a MS DOS 6.22 disk to run fdisk and other such
things that I might need to run off the W98 Startup? Or maybe someone can
tell me where I can get a W98 Startup Disk?

Thank you very much. This is sort of an intellectual exercise but not
completely so.

Yes, but you're limited to FAT16 filesystem.

Or maybe someone can
tell me where I can get a W98 Startup Disk?
