using ink in Messenger 5.0

I'm trying to send a message in Windows Messenger 5.0 using ink on a
Tablet PC. I've checked the box to send and receive ink in the
Messenger preferences tab. But when I try to send ink, I cannot click
on the ink icon. It's disabled.

The Messenger online help states that the administrator must first
permit ink to be used. Does anyone know where this is done? I've
looked all over the GPO and can't find anything on ink.

That's what I've done - the recipient also has Messenger 5.0 and has
enabled reception of ink. Yet, the tablet pc still cannot choose to
send ink.

Weird, eh?
