Using Exchange for shared folder only

Is it possible to configure Outlook users so that they use a POP3 - SMTP
server for sending an receiving messages (using a local ,pst file) and
Exchange just to access shared folders?

Yes. Another option is to have them use a POP3 account and let them store
their e-mail into the Exchange database so they can share that information
as well.
