using created form in word 2000

I created a form in ms word 2000 saved it as a template.
When I try to fill in the form every thing shifts moving
all the lines and text of the form
How do I format the doc? I tryed text boxes but they cover
the lines on the form and the text box lines show on the
finished print.
 
Put your form fields in table cells with exact height and width.

And like text boxes, you can set a table to display no borders!
