using Clt + Alt + Del

using home XP, when i have to click the 3 finger sign (
Clt + Alt +Del ) the window showing what is running is
no longer showing i get a error message saying "task
manger is disabled".
i changed my user acounts like it said in microsoft
help but now i get Windows Secerity Window that opens.
so how do i get my normal window showing what is
running.
