Using Add or Temove programs with Windows XP Home edition

I have a program, Outlook Tools by Hotbar, I'm trying to uninstall. However, when I try to uninstall this program nothing happens. I've highlighted the program in the Add or Remove Program, clicked on Change/Remove and nothing happens. The uninstall process does nothing. Please help
