Yes, you can build databasse applications in Access. Whether anyone will buy
them is another matter.
If you purchase the developer's extensions (or developer's tools in earlier
versions of Access) you will have a license to include the Access Runtime
files royalty-free. These files are necessary to open an Access database if
the user does not have the full version of Access installed.
