Using a Two Tuner TV as a 2nd Monitor

I'd like to buy a Dell Dimension machine from their online store of
reconditioned machines that runs Windows XP but is capable of running the
Vista Premium operating system expected soon. I noticed that most have no
sound nor video cards and, of course, no monitors. I want the machine for a
library that has a five year old 27" Sony Wega TV (not HD but high
resolution) with two tuners and the Picture in Picture feature.

Is it possible to hook that Dell up to the TV . and its own monitor. and be
able to flip to one of those two tuners in the Wega TV as a monitor? I've
done that with my Gateway laptop but the TV's I've connected to have always
had but one tuner. I don't want to screw up my TV.

If I am able to flip to the TV as a monitor, can it be used as a 2nd monitor
if I insert a 2nd video card in the Dell? My experience with the laptop when
switching to the TV is a dual image, unlike my present Dell desktop which
drives to monitors which can display images separately (I assume that's
because it has two video cards).

I'd appreciate any advice on (1) whether or not this will be possible and
(2) just what I need to make sure the new Dell has as hardward (2 video
cards with specific techs, COU of certain speed.. Etc.)

Well, first, it depends on the available video inputs on the Sony, and the
supported resolution. Ideally, the sony should support 1024x768 via the
usual VGA connector. Running a TV compatable video signal from a PC to a TV
at standard TV resolution is usually an excercise in frustration, due to low
resolution. Many of the Dells can be ordered with a "dual head"video card
that supports two monitors. The question would be the availability of a
Vista dual head driver.
