User's Picture in Start Menu

Have selected a picture for my user administrator account
but on the start menu, I am only seeing the account name
on a blue background, picture not displaying. I am using
windows default pics and have tried several.

- if edit account name, the new name is displayed on blue
background
- if I add a new account, same result, see the new user
account but not the picture, instead the account name
displays on a blue background

Control Panel
User Accounts>Change My Picture
the windows default pictures display or I can browse for
more pictures

I select one of the default pictures and click
Change My Picture
The picture displays next to the user name in User Accounts

Now go to
Start>Log Off>Switch User> I see the picture and user name
but there still is no picture on the start menu just the
user name on a blue background.

I restored the registry to a date well before this problem
occurred but it didn't fix. The picture used to display
and I don't know what has changed to cause this.

Note: I see my pics in "My Pictures" directory (original
location.)

I have asked several support forums (winguides,
annoyances.org and black viper) and no one seems to know
how to resolve this.
