[Network Location Awareness Not Starting]

If I need to add "LocalServive" to the Administrators group, how would I go
about doing that since the Users&Groups function is gone? Step by step would
be really helpful.

Right-click computer | Manage | Local Users & Groups | Groups | double-click
Administrators | and add whatever user you want.

net localgroup administrators localservice /add
