Is there a command to copy users form c: prompt?

If so what is called and where do I get it

Nope, there isn't. You would need to script this or find a third party tool to
do it.
 
You can either program a script to do it using ADSI or
get the win2k resource kit. There are a couple of
applications in the kit that will allow you to take a
text file with user information and import directly into
AD.
