Users can not open jpg attachments

Users can not open jpg attachments. Outlook retruns an
error "Unknown file format" .Jpg attachments are set to
open with photo editor. I am able to change file types as
admin but can not and do not want to change per user.
KB257592 is not quite clear enough to change file
extensions in the registry. I dont care what app opens
jpg's as long as it works.
