Users Can Not Logo Into Terminal Server

OK, if your an admin on the NT PDC 4.0 w/ SP6a, you can
log into the 2000 terminal server w/ SP4 no problems at
all. But as a regular user I get this error, I made a
test account to try and get it and I get one error, and I
get another error simlar to the first error if I use a
person account who was able to log in before.

"Windows cannot copy file C:\Documents and
Settings\Default User\Jet2d25.tmp to location
C:\Documents and settinges\test\jet2d25.tmp Contact your
network administrator.
DETAIL - The process cannot access the file because it is
being used by another process" [OK]
then this window comes up next

"Windows cannot log you on because the profile cannot be
loaded. Contact your network administrator.
DETAIL - The process cannot access the file because it is
being used by another process" [OK]
then it closes the terminal session

I get another error as well when I log in as a User that
was able to log in before

"Windows cannot create profile directory \\Pariser=st01
\USER$\THEATH.pds. You will be logged on with a local
profile only. Changes to the profile will not be
propagated to the server. Contact your network
administrator. [OK]

"Windows cannot find the local profile and is logging you
on with a tempeorary prifle, Change you make to this
profile will be lost when you log off." [OK]

"Windows cannot copy file C:\Documents and

So now I'm stuck, I have no clue how Terminal service
works or this licensing stuff or anything really. I've
never had to set a terminal server up or configure any of
the settings. It was here when I got here and just prayed
that it never broke, so I havent found much documentation
online and I'm stuck right now. Any information would
help.
