Users can not change password

Hi,

I have a problem where when I reset or create a new user
account in AD. Users who try to login for the first time
are forced to change their password but can not do so.
Error message says "you do not have permission to change
your password". How can I fix this problem?

Make sure that the everyone group has the right to access the domain controller
from the network. You use User Rights Assignment in the Default Domain
Controller Group Policy to do that.
