Is there any application that allows me to manage all local
computer in a workgroup with out loading active directory.
For example: picking up all users and groups; custom desktop
preference; group policys; logging; etc... from one local
server.Just like activedirectory but in a workgroup environment.

No.

Those are advantages of having a domain. If you want the advantages of a
domain create one.
