Usernames and Passwords

What is the best way for users to start a new account and create usernames
and passwords for sensitive information? Is it developing a table and login
form with scripting? or are there better ways or additional steps? Just
curious.

Hire a DBA to set up a secure client/server database for your users. Saving
user names and passwords in a Jet table is not secure.
