Windows passwords can be up to 127 characters long. However, if you are
using Windows XP on a network that also has computers using Windows 95 or
Windows 98, consider using passwords not longer than 14 characters. Windows
95 and Windows 98 support passwords of up to 14 characters. If your password
is longer, you may not be able to log on to your network from those
computers.

User account names are limited to 20 characters, unless you get the update.
Remember PATH length...
File names in XP can have up to 255 characters.
The path can only have 260 characters. A path is structured as follows:
drive letter, colon, backslash, components separated by backslashes, and a
null-terminating character. For example, the maximum path on the D drive is
D:\<256 chars>NUL.
XP, XP SP1 and XP SP1a
This problem may occur if the system PATH environment variable is longer
than 1024 characters. The path is truncated to 1024 characters.
With Windows XP Service Pack 2 (SP2), the PATH environment variable limit
is increased to 2,048 characters.
The PATH can start getting pretty long...
C:\Documents and Settings\20 character User Name\Local Settings\Application
Data\Identities\{EBD80F8A-FFA1-XXXX-A1C2-9EC6BC05F8BC}\Microsoft\Outlook
Express\
microsoft.public.windows.inetexplorer.ie6.outlookexpress.wishlist.dbx
Most programs only recognize a PATH length of around 256 characters.
