can any body tell me, what the problem is, why i not have
any more the option "shut down" a windows 2000 server and
how i can solve this problem?
i'm logged in as a domainadministrator.

check GPO on this server - check (using gpresult for example) which GPO
objects affects this machine - look for effective settings for "Shutdown
the system" privilege

or mayb some settings in administrative templates is removing shutdown
button from Your menu - anyway check GPO settings
