I have created two users. One is a member of the Administrators Group and
the other is a member of the Users group. The one assigned to the
administrators group appears as a sub folder to Documents and Settings. The
other does not.

Step-By=Step

I went to Start>Control Panel> Admin Tools>Computer Mgt>System Tools> Local
Users and Groups

I right clicked on Name and clicked on the Profie tab. The radial button
Under Home folder > Local path was on for both users.

What caused one's User Profile to appear as a subsection to Documents and
Settings and the other not to appear?

Have you logged on to both of those accounts yet? Sometimes the folders
aren't made until the initial logon.
