user Policy

I am trying to lock out a user account. i would like to set a policy to 1
account on an individual machine. i have tried thru group policy editor to
enable the settings i want to lock. but when i log off and log on with the
administrators account, i am locked out. i only want this to affect the user
account. for obvious reasons tou need the admin account to function as is.
How do i perform this on XP pro?
