User 'picture' on Start Window

I converted two PCs from Windows 98se to Windows XP. Each machine had one
user with Administrator privilages. On one PC (mine), the selected user
picture appears at the top of the Start Window along with my UserName. On
the other PC (my wife's), the selected user picture does not appear and the
phrase 'All Programs' at the bottom of the left column is in light type
rather than the bold type on my machine.

I know that this is cosmetic but it annoys my wife. I have tried to change
the picture but that has no effect. I am concerned that I have a corrupted
user profile. Is there any simple way to fix this problem, perhaps a
registry entry?

You cannot have a picture if you use the Classic Start Menu.

Switch to the XP Start Menu.

*And* you cannot have a picture if you have the Welcome Screen turned off.
The Start Menu and Welcome Screen use the same picture.

To turn the Welcome screen on...
Open User Accounts in Control Panel.
Click Change the way users log on or off.
Select the Use the Welcome screen check box.
Click the Apply Options button

Does this folder exist?
C:\Documents and Settings\All Users\Application Data\Microsoft\User Account
Pictures\Default Pictures

Does this registry entry exist? And is NoUserNameInStartMenu set to 1?
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Policies\Explorer
NoUserNameInStartMenu

Change NoUserNameInStartMenu to 0.

Thanks for the idea but no joy. I am using the XP Start menu, not the
Classic Start menu. Welcome screen is on, folder is there. There is no key
you identifed on either machine, the one that works and the one that doesn't.
If I set up addiitonal users, they have the picture so the problem is the
with the user profile itself.

Make sure that the Themes service is set to Automatic and running.

Open Services...
Start | Run | Type: services.msc | Click OK |
Scroll down to and double click Themes | Click the V next to Startup type |
Select Automatic | Click the Apply button | Click the Start button |
When the Themes service has started, click OK | Close Services
