User Permission problem

Dear guy

I've a problem in our company environment,there is a domain in
our company,each employee's permission is "Domain Users",some department had
using notebook,like seles department,sometimes seles musts take notebook to
present to customer,so when they leave company,they must can change IP
address on their notebooks,in domain their permissions are "Domain Users",in
localhost,their permissions are "administrators",I don't wanna got local
administrator permission for them,I hope they just can change IP address when
they outside,what kind of method can achieve this goal,or what permission can
accomplish this case.
 
Why do they need to change the IP address? Is it to log onto the customer's
network? If they used DHCP they would pick up settings from wherever they
connect.
