user operation restrictions???

how can i get this to popup when people try to change
setttings on my computer:
"this operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator." ?????????????

Generally those type of messages are shown when something is restricted in Group
Policy. This is best done at the domain level. If you want to implement policies on a
non domain computer, the gpedit.msc brings up the Group Policy Editor, however by
default restrictions will apply to all users on the computer. --- Steve
