User Manager/Account Manager Software available?

I would like something for XP that allows me to create a user, a bit more
powerful than Guest, but not as powerful as Admin, and be able to change
things like disable regedit, limit what is in the start menu, and various
other things/tweaks, but to be able to change it all from my Admin account,
is there anyway of doing this, either with a tutorial for XP or some 3rd
party software..

Note: By default, XP Home only supports Guest, Limited User and Administrator accounts.
