User login on desktop not getting AD settings

I have set the AD to start the screen server after 5min of idel time. If I
login with administrator it works. If I login as a user it does not.

I have checked dns settings. dcdiag has not errors. netdiag error with
pointofentry error referencing dnsapi.dll.
 
If the GPO is applying to the administrator, and not a user, then this
suggests that the user is outside of the scope of the GPO.

Check the event logs for userenv and/ or scecli and either post them here,
or take a look at www.eventid.net
