User group with extras

I'm not sure where to ask this question so I will start
here. I want a user to have normal User rights.. i.e. cant
install things, make changes, EXCEPT.. I want them to have
full access to printer preferences etc.. Does anyone know
if this is possible, and if so, where do I start looking?
 
Not really AD, but...simply grant the user 'Manage Printers' permissions to
the appropriate printer.

Or, if you only want them to manage the printer queue, grant them 'Manage
Documents'

You do this by pulling up the printers' DACL (Security Tab) and adding the
appropriate user and/ or group. I would create a group called Manage
Printers, and then grant the group this permission. Users can then manage
multiple printers with no additional administrative overhead, and users can
be easily changed and/ or added.

I get a "out of resources" error when trying to access
printer preferences. Everything seems to work fine though.
Unfortunately, I need to preferences on that machine for
this program to work.

:(
