User can't access the internet(dialup)

I recently set up a restricted user on Win 2000 and now
that user cannot access the internet. When I click on
the dialup connection shortcut, Windows says that
I "Cannot start the remote connection manager service.
Error 5: Access is denied". I was under the impression
that a restricted user could still access the internet,
but this one cannot. I basically want this user to be
able to access the internet, but not download or install
anything on the PC. Any ideas would be greatly
appreciated. Thanks in advance. Matt.

You can restrict a several settings with Group Policies.
