user accout error

When I try to do things like change picture I get messege thatthe specified
module could not be found. I am useing XPsp1 How do I fix this?

It dont give a name just cant be found. when i try to click on learn about
using your own picture same messege. then when i click ok the web page opens
to about blank
with nothing, if that will help
