My computer has three user accounts. I'm not able to be connected to the
internet by using only one user. The other ones have problems with ports. How
to fix them?

In addition, one of them was an administrator; and I changed to a regular
account, and now I don't have an administrator account and I'm not able to do
some tasks. What can I do to go back to the previous state, with an
administrator account?

Restart your computer in safe mode as described here:-

You should now see an "Administrator" account that was not visible
when computer started normally. By default it does not have a password
so unless you or someone else has previously set a password you should
be able to get into it.

Now you can go into "User Accounts" and reset one of more of the
accounts to be an Administrator.
