user accounts

When i try to open user accounts in control panel the timer flashes for about
a second and nothing opens
 
Make sure you have administrative priviledges. You can't open this if you
don't.

Otherwise, start running your Antivirus tools. The online scan at
housecall.trendmicro.com will find things others won't.
