Windows Vista User Accounts won't open !

I am having problems opening some of my user accounts, parent controls and my windows will no longer update. This has been going on for sometime now. I've no idea how to fix this. I want to install a new program and can not unless I can close my user account first. Can anyone help?

If it's only on some user accounts, I'd try backing up all the user data and then re-create the account and see if it works properly. Perhaps give this a go with one of the easiest accounts to move and see if this works :)
