User Accounts HELP HELP

The following message appears after I make a new account and try to access it.

c:\WINDOWS\system32\users.hlp HELP file

It only occurs with a LIMITED ACCOUNT. With a COMPUTER ADMINISTRATOR ACCOUNT
it allows me in and the message does not appear. Any help with this would be
appreciated.

That's why it is called a limited account. Limited to installing programs,
making changes, and yes, even creating accounts.

Let me ask you this, what does it matter if the account is created with a
limited or admin account? The result is the same.
