User Accounts Disabled

I have seen a similar problem to what I am having right now, but never
exactly the same. I just replaced the hard drive in my computer and wanted to
reinstall Windows. I used the Dell reinstallation disk, and everything was
going fine. Windows was installed, but when it loaded the "Welcome" screen,
there are no user names to click on. I went into safe mode and tried to
access the administrator account, but it asks for a password. Since this is a
reinstallation on a new hard disk, I'm pretty sure that this password doesn't
exist. I need some way to enable the account; I just don't know how.
Suggestion?

Boot your machine with a boot diskette/CD from here, then reset the
administrator's password to a blank ***and make a note of it*** for future
use.

I have not tried that yet, but I'm hoping to avoid it. I probably will,
though, if I can't figure it out soon.
