User Account Will Not Load

For some reason User Accounts in the Control Panel will
not start up and let any changes be made for passwords or
the users on the computer. Does anyone know how to fix
this problem?

What happens, when you do the following:

Start > Run > "lusrmgr.msc"

Does that load the Local Users and Groups Manager OK?
