user account setup

setting up a new pc for a computer illiterate friend. So I made an Adm
account for me and a user account for her. The "Start~All Programs" list is
re-ordering itself in her account. I set it properly, log on and off several
times and all of a sudden one of those log ons it will be reordered. This is
not good. How do I fix this??

Also, the virus update can not be run under her account, it says Adm has
restricted this function. How can i un-restrict this??
